Regulatory framework
Hope and Comfort Foundation (HCF) is a registered foundation with the Chamber of Commerce in The Hague with KVK number 61820768.
Our work at HCF focuses on child rehabilitation programmes, reducing poverty and disease, gender inequality and increasing sustainable development and capacity building in the rural areas of Uganda, mostly focusing on the remote area of Kanungu in south western Uganda. The area has area of Kanungu has a 2.1% population increase and a population of 235,800 and only 3% of the population living in urban areas (District local government report)

HCF’s responsibility includes coordinating with partner organisations in order to reach a wider part of the population that is still living in poverty.
HCF activities are funded by individuals and other charitable organisations who entrust us with responsibilities which include, Planning activities, preparing proposals for funding and solicitations, Research and survey for beneficiaries and benefactors, signing contracts, receiving and reviewing grant requests, evaluating proposals and looking at eligibility, receiving and awarding grants, reviewing beneficiary performance and progress , and finally the monitoring and evaluation of projects.
Funds shall be acquired by way of contract , donationc or non profit commercial sales . mployees shall only receive gifts on behalf of the organisation and presented to the decision making body. Finances shall not be used for individual gain or third party enterprises. All persons including staff members must adhere to the ethical standards and responsibilities that are involved in the process of maintaining the daily running of the organisation be it financially, socially, physically or the overall administration of the organisation’s activities.
All HCF staff involved in the procurement process shall follow the general principles of procurement while delivering or awarding grants such as best value for money, fairness, integrity and transparency, effectiveness and the interest of the beneficiaries and benefactors.
All those involved in the grant process and procurements are responsible to record either in writing or receipt steps taken to achieve the best value for money through proper documentation and filing system.
A formal request for proposals shall be advertised on the organisation website annually, the grant shall be awarded to the organisation whose proposals most meet the requirements of the grant process.
The Chairperson in interest of HCF may reject proposals for particular grants, recording the reasons for the rejection in writing.
Funding and expenditure
HCF’s activities are supported by individual donations. most of our funding in 2014 was from friends and family land a some Dutch
citizens.
HCF was founded in November 2014 , the organisation raised 1500 euro for the prevention of malaria transmission for children under 5 ( october
2014).
This also incuded non – cash donations like conference room for meeting and power point presentation from O’Caseys Bar and restaurant.

Raising funds
HCF is looking to other funding strategies in 2015, and this includes getting more individuals to participate, recruit more volunteers in fundraising and involve more individuals in donating towards our causes.
The organisation also shall be involved in consultancy work for organisations that are in line with our activities. We have been able to attract interest from various individual and organisations and we are looking for more innovative ways to raise funds such as obtaining grants from commercial enterprises and other private institutions. We also plan on social media campaigns and awareness programmes.
Our goal for 2015 is to reduce diarrhoea infection in children under 5 and also continue with reducing the number of death of children from malaria and other preventable diseases like malnutrition.
Strategic objectives
To reduce the number of death of children under 5 dying from preventable disease from 100% to less than 1%
To increase the accessibility of clean water from 7% to more than 50%
To increase the number of children receiving treatment from 44% to more than 50%
To improve on general hygiene and sanitation
Increase local peoples’ awareness on how to prepare a balanced meal
Funding strategy 2015 to 2025
Since 2015 HCF has been depended on donations from family and friends , for the last seven years our activities have been slow and the organisation has been more active in promotions that have been largely dependant on volunteer work and have not raised high amounts of funding.
In 2025 HCF foundation is restructuring and revising its funding by actively engaging in providing services in exchange for funding which will in turn be used to carry out the organisations activities.

HCF is funding strategy 2026 is organising events at a charitable fee, such as wedding, office parties, birthday parties , organised tours in order to create sustainable funding for the organisation, it been clear to us over the years that depending on individual cash donations is not sustainable to continue our activities as HCF.
Other activities will include donating items from the Netherlands to Uganda at charitable price, this will promote sustainability and also reduce dependence since the items will not be free .
All proceeds from the activities will be available to the public through transparency .
The above motioned activities will begin in 2026 as of the moment we are in preparation stages, this includes updating our website and banking details which will be available at the website soon.
